The national VOCs control policy can be called "five pronged approach"

(1) Laws and regulations

With regard to specific policies, you can find them by yourself. What I want to say here is that the current environmental protection system has been completed, and the corresponding penalties are also legitimate, not ruling in disorder.


(2) Emission standards

So far, some regions have already set their own emission standards. But the national standard has not been worked out.


(3) Sewage charges

This is what we feel most deeply. So far, there are 19 provinces and cities nationwide, and VOCs has been fully charged. The charge is mainly for the packaging and printing industry.


The start of this work is based on the National Development and Reform Commission, the Ministry of Finance, the Ministry of Environmental Protection "on the formulation of petrochemical and packaging printing pilot industries VOC emissions levy standards and other issues related to the notice" price change [2015] 2185.


From the point of view of charging policy, the 1.2 yuan / pollution equivalent is the national recommendation standard. But from the 17 provinces and municipalities issued policies, 10 provinces and municipalities are using the document standard, other provinces and municipalities are raising. The highest is Beijing, 20 yuan / kg, which has adopted the most stringent emission standards in the world.


There is still a problem of fee to tax on charges for sewage charges. How to transfer fees to taxes and how to link them is a major problem, which experts are studying.


(4) Total amount control

According to the requirements of the "13th Five-Year Plan" energy-saving and emission reduction comprehensive work programme, the total emission of VOCs in China has decreased by more than 10% compared with 2015.


Key areas include Beijing, Tianjin, Hebei, Liaoning, Shanghai, Jiangsu, Zhejiang, Anhui, Shandong, Henan, Hubei, Hunan, Guangdong, Chongqing, Sichuan and Shaanxi. In 2020, emissions were reduced by 5% to 25% over 2015.


The key industries are petrochemical industry, chemical industry, industrial painting, packaging and printing industry, oil storage, transportation and marketing, motor vehicles and so on.


During the 13th Five-Year Plan period, major efforts were made to reduce the emission of VOCs in key industries such as petrochemical, chemical, packaging and printing, and industrial painting. The total emission of packaging and printing industry was reduced by more than 30%.


On Nov. 27, 2014, the Ministry of Environmental Protection solicited opinions on the Interim Measures for the Management of Sewage Discharge Licenses, and listed publications printing, packaging and decoration printing, and other printing materials printing in the scope of the management of pollutant discharge licenses. After the leaders of the association and the experts of the industry argued for the reasons, the description in the draft was changed to the official version of the List of Classified Management of Permits for Discharge of Fixed Pollution Sources (2017 edition). The description in the draft was changed to "80 tons or more per year for the use of solvent-based inks or coatings, or 10 tons and more for the use of solvent-based diluents and diluents" The above packaging and decoration printing. In the end, publications printing and other printed matter were not included in the scope of pollutant discharge permit management.


The changes described in these two paragraphs determine the life and death of tens of thousands of enterprises in our industry.


Discharge permit can be referred to as "life and death account book" of enterprises. Do it as early as possible and get it as early as possible.


(5) Environmental protection supervision

The central environmental protection supervision is led by the Party Central Committee and the State Council, and is carried out in the form of the central environmental protection inspection team.


"The party, government, enterprise and governor" focus on "rule the government".


In two years' cycle, the 4 round of environmental protection supervision has ended. It has done the whole inspection of all provinces and municipalities throughout the country. During this period, regional and special supervision also occurs from time to time. In the future, administrative supervision will be normal.


Local environmental protection supervision is also cooperating.


The central and provincial two levels of environmental supervision have taken shape.


In the past few years we have combed the United States and Germany in the 2000~2010 ten years of the major reshuffle. Enterprises in the industry are left with 1/3. Now, shuffling is just around the corner.


We all have a psychological expectation that in the 13th Five-Year Plan period, a number of enterprises will die. Originally thought to be the power of the market, but now there may be a stronger force than the market force, is the power of green environmental protection. The superposition of the two forces is a very serious situation.


So far as my analysis is concerned, speed and division are facing the most serious situation in history, but also unprecedented opportunities. I sincerely wish the companies here can survive in this period of reshuffle, live well and welcome tomorrow.
